China will tap and unleash the potential of effective investment in 2026, according to a government work report submitted on March 5, 2026 to the fourth session of the 14th National People's Congress for deliberation.

從宏觀經濟角度看，有效投資是指與總需求及其結構相適配、能促進并創造新需求的投資。其作用主要體現在三方面：有利于促進宏觀經濟供需總量平衡；有利于推動供需結構、產業結構等經濟結構的動態優化；有利于創造新需求，促進經濟持續增長。有效投資是深化供給側結構性改革和擴大有效需求的有機結合點。擴大有效投資，是推動高質量發展的戰略之舉。

2026年政府工作報告提出，要充分挖掘釋放有效投資潛力。聚焦新質生產力、新型城鎮化、人的全面發展等重點領域，增強市場主導的有效投資增長動力，提高民生類政府投資比重。單列并提高用于項目建設的地方政府專項債券額度，繼續向投資項目準備充分、資金用得好的地方傾斜。引導民間投資向高技術、現代服務業等新賽道拓展，有效激發民間投資活力。

健全宏觀經濟治理體系，發揮國家發展規劃的戰略導向作用，加強財政政策和貨幣政策協調配合，著力擴大內需，增強消費對經濟發展的基礎性作用和投資對優化供給結構的關鍵作用。

We will improve the system of macroeconomic governance, give full play to the strategic guidance of national development plans, and enhance coordination between fiscal and monetary policies. We will work to expand domestic demand and better leverage the fundamental role of consumption in stimulating economic growth and the key role of investment in improving the supply structure.
