1月5日至6日，2026年全國外匯管理工作會議在北京召開，國家外匯管理局在會上宣布，將深化外匯便利化改革、穩步擴大外匯領域高水平制度型開放。

The State Administration of Foreign Exchange has announced that it will expand high-level institutional opening-up and deepen facilitation reforms in the foreign exchange sector this year, according to the administration's annual work conference held in Beijing on January 5 and 6, 2026.

制度型開放是高水平對外開放的重要標志。與商品和要素流動型開放相比，制度型開放以規則、規制、管理、標準開放為主，具有全面、系統、穩定特征，是更高層次、更高水平的開放。黨的二十大報告強調穩步擴大規則、規制、管理、標準等制度型開放，黨的二十屆三中全會把穩步擴大制度型開放作為完善高水平對外開放體制機制的重要舉措作出戰略部署，揭示了制度型開放的重要意義，明確了制度型開放的豐富內涵和實踐要求。

制度型開放的主要內容包括規則開放、規制開放、管理開放、標準開放。規則意指通行的國際經貿規則，包括世界貿易組織規則和區域貿易協定規則。規則開放是制度型開放的基礎，為制度型開放提供基本行為準則。規制是指政府針對特定行業和領域實施的規范和控制，涉及政府對涉外經濟活動的約束。規制開放著力于明晰政府邊界，減少不必要的政府干預，其最終指向是各國監管規則的協調和一致，降低合規成本，提升國際經濟活動效率。管理開放主要針對政府管理模式，其核心是簡政放權，優化政務服務，提升行政效能。標準是就商品生產而提供的規則、指南，包括環境標準、勞工標準、數字領域標準等。標準開放為管理提供了更具體的衡量尺度，有助于降低合規成本，提升在國際貿易體系中的適配性。
