水利部2026年1月29日介紹，中國將推進構建“天空地水工”全天候智能監測體系，綜合運用衛星遙感、探地雷達、無人機、無人船、水下機器人等手段，加強隱患探測和智能巡檢。

China will build an all-weather intelligent monitoring system covering sky, space, land, water and engineering domains. It will also leverage a suite of technologies including satellite remote sensing, ground-penetrating radar, unmanned aerial vehicles, unmanned ships and underwater robots to enhance hidden danger detection capabilities and advance intelligent patrol operations, the Ministry of Water Resources announced on January 29, 2026.

2024年7月，水利部發布《數字孿生水利“天空地水工”一體化監測感知夯基提能行動方案（2024—2026年）》，從頂層謀劃構建支撐水利多業務的一體化監測感知網，為數字孿生水利的高保真建設運行提供重要算據保障。2025年底，水利部通過實施“天空地水工”一體化監測感知夯基提能行動，初步構建了“五位一體”的監測網絡。

其中，“天”依托遙感衛星技術，開展大尺度全域監測感知；“空”借助無人機、測雨雷達等設備，完成中小尺度高精度動態監測感知；“地”通過地面監測設施設備，聚焦關鍵區域點位要素的精準實時監測感知；“水”專門針對河湖庫水體、水中、水下水利要素的監測感知；“工”聚焦水利工程內外部要素的監測感知。

天基、空基、地基、水基、工基五位一體的監測網絡，從水利行業全局出發，全面覆蓋水旱災害防御、水資源管理與調配等水利“2+N”業務監測需求。
