以家庭承包經(jīng)營為基礎、統(tǒng)分結合的雙層經(jīng)營體制，是我國農(nóng)村基本經(jīng)營制度，是黨的農(nóng)村政策的基石。黨的十八大以來，我國推動承包地所有權、承包權、經(jīng)營權“三權分置”改革，開展全國農(nóng)村承包地確權登記頒證，明確第二輪土地承包到期后再延長30年，不斷鞏固和完善了農(nóng)村基本經(jīng)營制度。改革開放以來，我國農(nóng)村土地進行了兩輪承包。明確第二輪土地承包到期后再延長30年，意味著從農(nóng)村改革之初的第一輪土地承包算起，土地承包關系將保持穩(wěn)定長達75年，既體現(xiàn)長久不變的政策要求，又在時間節(jié)點上同實現(xiàn)第二個百年奮斗目標相契合。

為積極穩(wěn)妥做好延包試點工作，2020年以來，農(nóng)業(yè)農(nóng)村部、中央農(nóng)辦會同相關部門指導各省從村組開始逐步擴大試點范圍。試點中，各地精心部署、穩(wěn)慎推進、狠抓落實，探索出了行之有效的延包路徑。2026年3月18日，《中共中央辦公廳 國務院辦公廳關于做好第二輪土地承包到期后再延長30年試點工作的意見》對外發(fā)布，對第二輪土地承包到期后再延長30年試點工作作出具體部署。這意味著農(nóng)村承包地二輪到期延包整省試點將全面推開。意見強調(diào)，穩(wěn)妥有序開展延包試點，包括堅持延包原則、依法依規(guī)從嚴掌握“小調(diào)整”、規(guī)范延包程序和妥善解決突出矛盾。
