2025年國(guó)家網(wǎng)絡(luò)安全宣傳周于9月15日至21日舉辦，網(wǎng)安周期間《人工智能安全治理框架》2.0版發(fā)布。

網(wǎng)絡(luò)安全是國(guó)家安全的重要組成部分。在信息化時(shí)代，網(wǎng)絡(luò)安全猶如“神經(jīng)系統(tǒng)”，沒(méi)有網(wǎng)絡(luò)安全就沒(méi)有國(guó)家安全。隨著信息化的推進(jìn)和國(guó)家競(jìng)爭(zhēng)的加劇，網(wǎng)絡(luò)安全形勢(shì)日益復(fù)雜，各國(guó)面臨的網(wǎng)絡(luò)安全挑戰(zhàn)也不斷加劇。網(wǎng)絡(luò)安全出現(xiàn)問(wèn)題，不僅影響社會(huì)穩(wěn)定與經(jīng)濟(jì)發(fā)展，也會(huì)威脅到整個(gè)國(guó)家的安全和利益。筑牢網(wǎng)絡(luò)安全防線，維護(hù)經(jīng)濟(jì)社會(huì)穩(wěn)定以及人民的切身利益，是保障國(guó)家安全，推進(jìn)網(wǎng)絡(luò)強(qiáng)國(guó)建設(shè)的必然之舉。為提升全社會(huì)的網(wǎng)絡(luò)安全意識(shí)和安全防護(hù)技能，中央網(wǎng)絡(luò)安全和信息化領(lǐng)導(dǎo)小組決定每年開展國(guó)家網(wǎng)絡(luò)安全宣傳周活動(dòng)。首屆網(wǎng)安周在2014年11月底舉辦。從2016年開始，根據(jù)《國(guó)家網(wǎng)絡(luò)安全宣傳周活動(dòng)方案》，網(wǎng)安周的時(shí)間固定為每年9月的第三周。

2025年國(guó)家網(wǎng)絡(luò)安全宣傳周主題為“網(wǎng)絡(luò)安全為人民，網(wǎng)絡(luò)安全靠人民——以高水平安全守護(hù)高質(zhì)量發(fā)展”，舉辦開幕式、網(wǎng)絡(luò)安全技術(shù)高峰論壇、網(wǎng)絡(luò)安全博覽會(huì)暨網(wǎng)絡(luò)安全產(chǎn)品和服務(wù)國(guó)際推介會(huì)，圍繞網(wǎng)絡(luò)安全協(xié)同防御、政務(wù)信息系統(tǒng)安全、人工智能安全、個(gè)人信息保護(hù)、數(shù)據(jù)合規(guī)治理等主題舉辦12場(chǎng)分論壇，還舉行校園日、電信日、法治日、金融日、青少年日、個(gè)人信息保護(hù)日等主題日活動(dòng)。在網(wǎng)絡(luò)安全技術(shù)高峰論壇上發(fā)布一系列網(wǎng)絡(luò)安全領(lǐng)域重要成果，包括《人工智能安全治理框架》2.0版、《政務(wù)大模型應(yīng)用安全規(guī)范》、2025年人工智能技術(shù)賦能網(wǎng)絡(luò)安全應(yīng)用測(cè)試結(jié)果等。

As China embarks on a new journey in the new era, the role of internet and information technology is becoming increasingly prominent. Under the guidance of the Thought on Socialism With Chinese Characteristics for a New Era, the country must fully implement the guiding principles of the 20th CPC National Congress, and put into practice the CPC Central Committee's important thought on building cyber strength. It is imperative to undertake the missions of upholding socialism with Chinese characteristics and rallying public support, warding off risks and ensuring security, strengthening governance and benefiting people's lives, nurturing growth momentum and boosting development, and seeking mutually-beneficial cooperation. It is essential to uphold the Party's leadership over the internet sector, adhere to the principle that internet and information technology must serve the interest of the people, take the path with Chinese characteristics for the management of the internet, and maintain good coordination between internet development and cyber security. Spreading positive energy is the general requirement for internet development, effective regulation and management the guarantee for its prosperity, and masterful application of it the exhibition of excellent governance. Work must be done to forge a strong cyber security barrier and give full play to the role of information technology as a driving force for development. It is imperative to govern cyberspace, run websites and apps, and carry out online activities according to the law. Endeavors must be made to build a community with a shared future in cyberspace, and build a loyal, clean and responsible team in the internet and information technology sector. Efforts must be made to promote the high-quality development of this sector, making new achievements in building China into a country with strong cyber strength, and thus making contributions to building a modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts.
