國務(wù)院日前發(fā)布《促進(jìn)個體工商戶發(fā)展條例》，自2022年11月1日起施行。此次《條例》將從財稅、金融、就業(yè)、數(shù)字化發(fā)展、知識產(chǎn)權(quán)保護(hù)等多個方面為個體工商戶發(fā)展提供全方位支持。

The State Council, China's Cabinet, rolled out a major regulation on Tuesday to promote the country's 111 million self-employed businesses, which industry experts said will greatly boost confidence and resilience among private smaller businesses over the long term.

國務(wù)院日前發(fā)布《促進(jìn)個體工商戶發(fā)展條例》，惠及1.11億戶個體工商戶，業(yè)內(nèi)專家稱從長遠(yuǎn)來看該條例將大大增強個體工商戶的信心和韌性。

According to the regulation that will take effect on next Tuesday, greater supportive policies, including on taxation, finance, employment, digital development and intellectual property protection, will be provided to self-employed households.

擬從11月1日起施行的這一條例指出，將為個體工商戶提供包括財稅、金融、就業(yè)、數(shù)字化發(fā)展和知識產(chǎn)權(quán)保護(hù)在內(nèi)的全方位支持政策。

The regulation also emphasizes the role of self-employed households in driving the market and economy, and stressed that China will unswervingly encourage, support and guide the development of such businesses.

條例還指出了個體工商戶對于推動市場和經(jīng)濟(jì)的重要作用，并強調(diào)國家將堅定不移地鼓勵、支持和引導(dǎo)個體經(jīng)濟(jì)發(fā)展。

"The new regulation has more detailed and targeted supportive policies, which is of significance in promoting the development of self-employed households," said Li Zhiqi, vice-chairman of the Beijing Federation of Industry and Commerce.

北京市工商聯(lián)副主席李志起認(rèn)為，條例中細(xì)節(jié)上有許多精心設(shè)計，體現(xiàn)出對個體工商戶的精準(zhǔn)支持，對于促進(jìn)個體工商戶的發(fā)展具有重大意義。

For instance, the regulation encourages financial institutions to offer financial products and services targeting self-employed households, as well as larger scale coverage of loans, which will help relieve financing difficulties among these individual households, Li said.

李志起指出，舉例而言，條例鼓勵金融機構(gòu)提供適合個體工商戶發(fā)展特點的金融產(chǎn)品和服務(wù)，擴(kuò)大個體工商戶貸款規(guī)模和覆蓋面，這將有助于緩解個體工商戶融資難。

"Such efforts will offer timely support, as self-employed households, which rely on their own means to survive and develop in niche markets, are relatively weak in resisting external risks, especially amid the COVID-19 pandemic," he added.

李志起稱，由于個體工商戶往往是以“一己之力”在縫隙市場中求生存和發(fā)展，其實力有限、抗風(fēng)險能力較弱，尤其是在疫情反復(fù)影響下需要及時給予幫扶。

The latest data from the State Administration for Market Regulation showed that more than 111 million self-employed households were registered nationwide as of the end of September, accounting for two-thirds of the country's total number of market players. They also were responsible for about 300 million jobs.

國家市場監(jiān)督管理總局的最新數(shù)據(jù)顯示，截至9月底，全國登記在冊的個體工商戶超1.11億戶，占市場主體總量的2/3，帶動就業(yè)近3億人。

A survey provided by the administration showed that since the beginning of this year, nearly 80 percent of individual households brought in an average monthly operating income of less than 10,000 yuan ($1,389), which can only support basic living standards.

據(jù)國家市場監(jiān)督管理總局的一項調(diào)查，今年以來，近80%的個體工商戶平均月營業(yè)收入不足1萬元，僅能維持基本生活。

Over the past few years, the government has launched a package of policies to support the development of self-employed households. The SAMR rolled out two specialized platforms to improve services for such groups.

過去幾年來，政府已經(jīng)出臺了一攬子政策來支持個體工商戶發(fā)展。國家市場監(jiān)督管理總局還為個體工商戶推出了兩個專業(yè)服務(wù)平臺。
