隨著我國加入世貿組織，繼續擴大改革開放，需要對原有的外資三法利用外部程序進行系統的整合升級。
With China's WTO entry and its efforts to expand the reform and opening-up, the three laws of foreign investment need to be integrated systematically using external procedures.

最大的區別還在于我們原來做的是管理，現在我們主要是給它搞好服務，就是把外企當做我們自己的企業來服務好，來發展好。
One of the biggest differences is that the priority of our work has transformed from regulation to service, which means the foreign companies will be treated as equals and we will create a better environment for their development in China.

我想在這部法律當中，可能需要解決好這么幾個問題：

第一，怎么讓外商到中國投資以后按照中國法律法規的要求，讓他的利益得到最大化；
The first is how to maximize the benefits to foreign businesses in accordance with China's laws and regulations after they invest in China.

第二，到了中國以后，外商的合法權益怎么樣能夠得到最有效的保護。
The second is how to effectively protect the legitimate interests of foreign businesses after they come to China.

這部法律我們俗稱它是外商投資的促進法和保護法。
The draft foreign investment law can be interpreted as the law for the promotion and protection of foreign investment.

所謂促進即現在外商投資法的基本基調就是實行準入前國民待遇加負面清單。比如，外商投資企業在許多領域準入后，那么它和國內的企業就是平等的，具有平等的機會。
Promotion means that the keynote of the law is the negative-list reform. For example, with the broadening of market access in many fields, foreign-funded enterprises will be treated as equals, which means they can share equal opportunities with domestic companies.

說它是保護法，就是這部法律一改過去外資商法的許多不足。對外商投資的保護，設置了很多制度層面的規則。比如，它要求政府不光要信守合同，還要信守它的政策承諾。
Protection means the draft foreign investment law has corrected many deficiencies of the previous laws and it has set up lots of rules at the institutional level to protect foreign investment. For instance, the government is required to honor not only contracts but also policy commitments.

在中國從貨物貿易大國邁向世界貿易強國的過程中，這一部外商投資法的頒布實施，必定對全球投資貿易產生很大的促進。
Currently, China is on its way from being a major trading nation in goods to becoming a world trade power. Therefore, the promulgation and implementation of the foreign investment law will certainly boost global investment and trade.

我覺得，一方面中國利用外資的這種能力范圍，特別是服務貿易領域的開放程度會更加地拓寬。
On the one hand, China will further widen market access to foreign investment, especially to the service trade field.

另一方面，中國與全球各個國家之間的貿易范圍和領域也會更加拓寬，這也會為全球投資貿易帶來更多福音。
On the other hand, China will continue to strengthen its trade ties with foreign countries and expand trade scope, and that will bring more benefits to global investment and trade.
