在第二屆全球數字貿易博覽會數據要素治理與市場化論壇上，國家數據局黨組書記、局長劉烈宏表示，目前國家數據局圍繞數據要素市場化配置改革正在推進一系列重點工作。

 

 

China is accelerating steps to push forward the construction of data infrastructure, and carry out reform related to the market-oriented allocation of data elements, said Liu Liehong, head of the National Data Administration. Liu made the remarks at a forum at the second Global Digital Trade Expo, which kicked off on Thursday in Hangzhou, Zhejiang province.

11月23日，國家數據局黨組書記、局長劉烈宏在浙江杭州舉行的第二屆全球數字貿易博覽會的一個論壇上表示，國家正在加快推進數據基礎設施建設和數據要素市場化配置改革。

 

Liu said the administration is pressing ahead with a series of works, such as improving the basic systems for data, promoting the circulation, transaction and utilization of data, bolstering data infrastructure construction, advancing research of key technologies in the data field, and strengthening data security governance.

劉烈宏表示，國家數據局正在推進系列重點工作，包括豐富完善數據基礎制度體系、促進數據流通交易和開發利用、推動數據基礎設施建設、推進數據領域核心技術攻關、強化數據安全治理等。

 

The construction of data infrastructure, together with the implementation of basic systems for data, and development and utilization of data resources, will all play a role in solving core issues of data elements, including the confirmation of data-related property rights, revenue distribution, circulation and trading, and security governance, he added.

劉烈宏指出，數據基礎設施的建設將與數據基礎制度的落地和數據資源開發利用的實施一起，共同為數據要素產權確權、收益分配、交易流通、安全治理等核心問題的解決發揮作用。

 

Meanwhile, the data infrastructure is also of great importance in expanding the scale of the data industry, and promoting the high-quality development of the digital economy, Liu said.

他指出，同時，數據基礎設施也將對擴大數據產業規模、促進數字經濟高質量發展產生重要意義。
