近日，國務(wù)院印發(fā)《扎實(shí)穩(wěn)住經(jīng)濟(jì)的一攬子政策措施》，指出要加快推進(jìn)重大外資項(xiàng)目，積極吸引外商投資，加快修訂《鼓勵外商投資產(chǎn)業(yè)目錄》，從多個渠道穩(wěn)住和擴(kuò)大外商投資。

China will accelerate major foreign investment projects to attract foreign investment - a key point in the stimulus package of 33 measures unveiled by the State Council, China's Cabinet, on Tuesday to stabilize economic growth.

中國將加快推進(jìn)重大外資項(xiàng)目以吸引外商投資，這是國務(wù)院發(fā)布的扎實(shí)穩(wěn)住經(jīng)濟(jì)33項(xiàng)政策措施中的關(guān)鍵內(nèi)容。

The package covers fiscal, financial, investment and industrial policies. It comes amid growing downward pressure on the world's second-largest economy exerted by difficulties and challenges from unexpected factors, such as the domestic resurgence of COVID-19 cases and geopolitical tensions in Europe.

扎實(shí)穩(wěn)住經(jīng)濟(jì)一攬子政策措施涵蓋了財政、金融、投資和產(chǎn)業(yè)政策。中國是世界第二大經(jīng)濟(jì)體，眼下本土疫情反復(fù)和歐洲地緣政治局勢緊張等各種難以預(yù)期的因素帶來的困難和挑戰(zhàn)導(dǎo)致中國國內(nèi)經(jīng)濟(jì)下行壓力加大。

Analysts said foreign investors are important contributors to China's economic development, and the nation is expected to further stabilize foreign investment to inject new impetus into economic growth.

分析人員稱，外國投資者對中國經(jīng)濟(jì)發(fā)展做出了重要貢獻(xiàn)，中國將進(jìn)一步穩(wěn)定外商投資，為經(jīng)濟(jì)發(fā)展注入新動能。

"The new measures are a strong and positive signal to foreign investors that China wishes to expand cooperation with foreign enterprises and welcome them to realize stable and long-term growth in China," said Zhou Mi, a senior researcher at the Chinese Academy of International Trade and Economic Cooperation in Beijing.

國際貿(mào)易經(jīng)濟(jì)合作研究院資深研究員周密表示，新措施給外國投資者發(fā)出了強(qiáng)有力的積極信號，表達(dá)了中國同外企擴(kuò)大合作的意愿，歡迎外企在中國長期穩(wěn)定發(fā)展。

Based on foreign investment projects that have been included in the Chinese government's special working mechanisms and green-track programs for foreign investors, the nation will review and greenlight such projects entailing large investments, strong spillover effect and a wide coverage of upstream and downstream industries.

在已納入工作專班、開辟綠色通道推進(jìn)的重大外資項(xiàng)目基礎(chǔ)上，中國將盡快論證啟動投資數(shù)額大、帶動作用強(qiáng)、產(chǎn)業(yè)鏈上下游覆蓋面廣的重大外資項(xiàng)目。

The revision of the industry catalog of sectors that encourage foreign investment will also be sped up, to guide foreign capital into fields like high-end manufacturing and scientific innovation, as well as into central, western and northeastern regions. The nation will also support foreign investors that seek to establish research and development centers in high-tech and emerging tech, apart from expanding enterprises' cross-border financing channels, enhancing communication with foreign chambers and enterprises, and facilitating foreign businesses.

中國還將加快修訂《鼓勵外商投資產(chǎn)業(yè)目錄》，引導(dǎo)外資更多投向先進(jìn)制造、科技創(chuàng)新等領(lǐng)域以及中西部和東北地區(qū)，支持外商投資設(shè)立高新技術(shù)研發(fā)中心等。進(jìn)一步拓寬企業(yè)跨境融資渠道，建立完善與在華外國商協(xié)會、外資企業(yè)常態(tài)化交流機(jī)制，積極解決外資企業(yè)在華營商便利等問題。
