The fifth session of the 13th National People's Congress (NPC) is scheduled to open on Saturday, a day after the opening of the fifth session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC).

全國(guó)政協(xié)十三屆五次會(huì)議于3月4日下午開(kāi)幕，十三屆全國(guó)人大五次會(huì)議將于5日上午開(kāi)幕。

ECONOMIC GOALS

經(jīng)濟(jì)發(fā)展主要預(yù)期目標(biāo)

At the "two sessions" each year, the annual economic development goals of the world's second-largest economy are among the most-watched topics. The development goals for 2022 will be unveiled on Saturday in the government work report.

在每年的“兩會(huì)”上，作為世界第二大經(jīng)濟(jì)體，中國(guó)的年度經(jīng)濟(jì)發(fā)展預(yù)期目標(biāo)是最受關(guān)注的話(huà)題之一。在全國(guó)人大會(huì)議開(kāi)幕當(dāng)天，國(guó)務(wù)院總理李克強(qiáng)會(huì)向大會(huì)作《政府工作報(bào)告》。《政府工作報(bào)告》中，將介紹2022年的經(jīng)濟(jì)社會(huì)發(fā)展主要預(yù)期目標(biāo)。

Last year, China's economy saw a strong rebound despite sporadic epidemic resurgences and a complicated external environment, with its GDP expanding 8.1 percent year on year to 114.37 trillion yuan (about 18 trillion U.S. dollars).

地方組織法修改

The upcoming legislative assembly will see lawmakers review a draft amendment to the Organic Law of the Local People's Congresses and Local People's Governments.

今年全國(guó)人代會(huì)的一項(xiàng)重要議程，是審議《中華人民共和國(guó)地方各級(jí)人民代表大會(huì)和地方各級(jí)人民政府組織法（修正草案）》。

Adopted in 1979, the law will go through its sixth amendment, in which a people-centered philosophy of development and whole-process people's democracy are highlighted.

地方組織法于1979年通過(guò)，歷經(jīng)五次修改。此次修改完善地方組織法, 將“堅(jiān)持全過(guò)程人民民主”寫(xiě)入其中，以便更好地踐行以人民為中心的發(fā)展思想。

SCI-TECH INNOVATION

科學(xué)技術(shù)創(chuàng)新

National legislators and political advisors, especially those from the sci-tech sectors, are expected to discuss ways to reinforce China's strength in the sci-tech field and its innovation capability, which will contribute to the country's high-quality development.

人大代表和政協(xié)委員，特別是來(lái)自科技領(lǐng)域的代表和委員們，將討論如何提升中國(guó)科技實(shí)力和創(chuàng)新能力，更好推動(dòng)中國(guó)的高質(zhì)量發(fā)展。

In 2021, the total R&D investment in China reached 2.79 trillion yuan, up 14.2 percent year on year, according to the Ministry of Science and Technology.

據(jù)科技部介紹，2021年，全社會(huì)研發(fā)投入達(dá)到2.79萬(wàn)億元，同比增長(zhǎng)14.2%。

Meanwhile, China's overall innovation capacity ranking rose to 12th in the world, making a good start to the 14th Five-Year Plan (2021-2025).

2021年，國(guó)家創(chuàng)新能力綜合排名上升至世界第12位，成功實(shí)現(xiàn)“十四五”良好開(kāi)局。

GREEN PURSUIT

綠色發(fā)展

The relations between development and emission reductions will continue to be properly handled, as China is on course to fulfilling its carbon peaking and neutrality goals.

需處理好發(fā)展和減排之間的關(guān)系，以實(shí)現(xiàn)“碳達(dá)峰”和“碳中和”目標(biāo)。

According to the country's plan, before 2030, China's carbon emissions will peak, and before 2060, China will achieve carbon neutrality.

中國(guó)提出，二氧化碳排放力爭(zhēng)于2030年前達(dá)到峰值,努力爭(zhēng)取2060年前實(shí)現(xiàn)碳中和。

While bringing down carbon emissions, efforts will be made to safeguard energy security, industrial and supply-chain security, and food security, as well as to ensure people's normal daily lives.

TAX, FEE CUTS

減稅降費(fèi)

China will take more precise and sustainable measures to cut fees and taxes this year to support market entities so as to improve the business environment.

今年，將實(shí)施更大力度減稅降費(fèi)，更加注重精準(zhǔn)、可持續(xù)，以激發(fā)市場(chǎng)主體活力，優(yōu)化營(yíng)商環(huán)境。

On the basis of 7.6 trillion yuan of tax and fee cuts over the 13th Five-Year Plan period (2016-2020), China cut another 1 trillion yuan in taxes and fees in 2021, which helped mitigate the impact of COVID-19 on market entities.

“十三五”時(shí)期,我國(guó)累計(jì)減稅降費(fèi)超過(guò)7.6萬(wàn)億元。在此基礎(chǔ)上，2021年新增減稅降費(fèi)約1.1萬(wàn)億元 ，有力支持各類(lèi)市場(chǎng)主體應(yīng)對(duì)新冠疫情的沖擊。
