5月17日，中共中央、國務院印發《關于新時代推進西部大開發形成新格局的指導意見》。《意見》指出，新時代繼續做好西部大開發工作，對于促進區域協調發展，決勝全面建成小康社會，開啟全面建設社會主義現代化國家新征程，具有重要現實意義和深遠歷史意義。
China issued a guideline on advancing the development of western regions in new era to promote coordinated regional development on Sunday. Achieving western development in new era is of great practical and profound historical significance to completing the building of a moderately prosperous society in all respects and embarking on a journey to fully build a modern socialist China, according to the document issued by the Communist Party of China Central Committee and the State Council.

【知識點】
1999年9月，中共十五屆四中全會提出：國家要實施西部大開發戰略。西部大開發總體規劃可劃分為三個階段：從2001年到2010年是奠定基礎階段，從2011到2030年是加速發展階段，從2031年到2050年是全面推進現代化階段。國家提出西部開發要以基礎設施建設為基礎，以生態環境保護為根本，以經濟結構調整、開發特色產業為關鍵，以依靠科技進步、培養人才為保障，以改革開放為動力，以繁榮經濟、使各族人民共同富裕為出發點。
強化舉措推進西部大開發形成新格局，是黨中央、國務院從全局出發，順應中國特色社會主義進入新時代、區域協調發展進入新階段的新要求，統籌國內國際兩個大局作出的重大決策部署。《關于新時代推進西部大開發形成新格局的指導意見》明確，強化舉措抓重點、補短板、強弱項，形成大保護、大開放、高質量發展的新格局，推動經濟發展質量變革、效率變革、動力變革，促進西部地區經濟發展與人口、資源、環境相協調，實現更高質量、更有效率、更加公平、更可持續發展，確保到2020年西部地區生態環境、營商環境、開放環境、創新環境明顯改善，與全國一道全面建成小康社會；到2035年，西部地區基本實現社會主義現代化，基本公共服務、基礎設施通達程度、人民生活水平與東部地區大體相當，努力實現不同類型地區互補發展、東西雙向開放協同并進、民族邊疆地區繁榮安全穩固、人與自然和諧共生。

加大力度支持革命老區、民族地區、邊疆地區、貧困地區加快發展，強化舉措推進西部大開發形成新格局，深化改革加快東北等老工業基地振興，發揮優勢推動中部地區崛起，創新引領率先實現東部地區優化發展，建立更加有效的區域協調發展新機制。
We will devote more energy to speeding up the development of old revolutionary base areas, areas with large ethnic minority populations, border areas, and poor areas. We will strengthen measures to reach a new stage in the large-scale development of the western region; deepen reform to accelerate the revitalization of old industrial bases in the northeast and other parts of the country; help the central region rise by tapping into local strengths; and support the eastern region in taking the lead in pursuing optimal development through innovation. To this end, we need to put in place new, effective mechanisms to ensure coordinated development of different regions.
